Internet Policy 

Internet Policy 

The Llano County Library System has no control over the content or quality of information found in the collection of documents that comprise the Internet. The Library assumes no responsibility for the quality, accuracy, or currency of any Internet resource. Neither Llano County nor the library Director or employees will be liable for any damages direct or consequential, including lost profits, for any information obtained or provided on the Internet.   The Llano County Library System patrons must assume all responsibility for any resources they discover. The Internet may contain material of a controversial nature. Staff may monitor Internet use. 

Staff Assistance:

·          Staff provides limited assistance for basic start up procedures.

·          If patrons have never used a computer or have specific questions about the Internet, there are circulating books, on-line tutorials and reference books available to help answer questions. 

Limits:

·          There is a two-hour limit on use of the computer per day. However, the computer may be used for an additional hour if no one is waiting.  There will be a ten minute warning when the computer must be forfeited for another patron.

·          A patron may not check out an Internet computer if there are over-due or lost materials or have fines on his/her card.

 Downloading:

·          Patrons may download to preformatted disks, flash drives or CDs.

·          Patrons must bring their own storage devices with them. The library will not provide disks.

·          Computer hard drives are for library use only. Patrons may not save files on the hard drive. 

E-Mail:

·          Patrons may establish their own free electronic mail accounts through vendors such as Yahoo, Hotmail, AltaVista, Rocket Mail and other web based E-mail providers. 

Prohibited Uses:

·          Hacking

·          Chat rooms will not be allowed

·          Pornography- It is a criminal offense to view pornographic sites at library computers pursuant to the Texas Penal Code

·          Sending, receiving or displaying graphics that are legally defined by State and Federal law as child pornography.  Those under 18 are prohibited by Federal law from viewing pornography.  Actions that violate local, state or federal law will be prosecuted

·          Spreading computer viruses

·          Harassment of other users

·          Libeling or slandering other users

·          Destruction of or damage to equipment, software or data belonging to the Llano County Library System or other users

·          Disruption or unauthorized monitoring of electronic communications

·          Unauthorized copying of copyright protected material.

·          Changing Internet start up page

·          Tampering with or changing of icons on desktop screen

·          Downloading or storing information from the Internet on the “C” drive of any public access computers

·          Turning off or restarting computers.

·          Web pages - Creating, running, maintaining or hosting a web page or online publication on the Web/Internet utilizing public computers at any of the Llano County Library System’s library locations.

·          Games except for educational software for children.

·          Use of personal software is prohibited

·          Instant Messenger service.

Filtered Computers:

·          The Children’s Internet Protection Act requires the filtering of computers in libraries that accept discounts from the E-rate – or, more precisely, the Schools and Libraries Universal Service Support Mechanism for Internet access.

·          Any person over the age of 18 may request the filtering be disabled during his session on a filtered computer.

 Use by minors

Age:

·          Minors are any individuals under the age of 18

 Parent’s presence:

·          Parents or designated guardians must accompany each child while he/she is using an unfiltered Internet computer.

·          Parents may allow children use of the filtered Internet computers without          supervision. 

·          Parents should be aware that filtering the Internet is not 100% fool proof and the Llano County Library System has no control over and is not responsible for information found on the Internet.

·          Parents assume all responsibility for materials their children access on the Internet. 

Consent form:

·          Library patrons will be required to sign a form in order to use the Internet.

·          Parents of patrons under the age of 18 must sign a permission form in order for their child to use the Internet.

Penalty for Violation of Internet Policy

·          Violation of this policy will result in the immediate loss of eligibility for use of the Library’s Internet computers for 6 months.

·          Actions that violate federal, state, or local laws will be referred to the appropriate law enforcement agencies.
